The scheme, launched originally on July 23, 2022 by then Chief Minister Arvind Kejriwal, targets one lakh students annually across 50 training centers with Phase 1 operational, Phase 2 expansion planned, and new batches continuing to accept applications through the official DSEU online portal.

The entire course costs nothing the only payment required is a ₹950 refundable security deposit that the government returns to every applicant who completes the course with a minimum 80% attendance record.

What the Course Teaches: Skills, Format and Duration

The scheme’s core design focuses on four practical English communication skills that employers across every sector value directly in hiring and performance evaluation:​

  • Listening — comprehension of native and non-native English speakers in professional and social settings
  • Speaking — fluent, confident verbal communication in conversations, interviews, and workplace meetings
  • Reading — interpretation of professional documents, instructions, and written English materials

The course runs for 3 to 4 months approximately 100 to 130 classroom hours delivered through an interactive physical teaching model that includes activities, group discussions, and regular class interactions rather than passive lecture attendance. Eligibility Criteria: Three Simple Conditions

  • Age: 16 to 35 years at the time of application​
  • Residency: Must be a permanent or current resident of NCT of Delhi — Aadhaar or valid address proof reflecting a Delhi address is required​
  • Education: Must have passed Class 8 with English as a subject — no higher qualification required​

School dropouts, Class 12 pass students, undergraduates, and graduates all qualify equally as long as they satisfy these three conditions. There is no income threshold and no employment status requirement employed, unemployed, and self-employed Delhi youth between 16 and 35 can all apply.

The scheme is free in structure but charges a security deposit to ensure attendance commitment:​

  2. Click “Register” and fill in your First Name, Middle Name, Last Name, Mobile Number, Email ID, Date of Birth, and Password​
  3. Confirm your mobile number via OTP and complete registration​
  4. Log in using your registered mobile number and chosen password​
  5. Fill your personal profile — present address, permanent address, reason for joining the course, and whether you own a smartphone​
  6. Fill your educational details — confirm Class 8 pass status with English subject​
  7. Select your preferred training centre from the list of 50 available centres — also enter two additional centre preferences as backup​
  8. Pay the ₹950 refundable application fee through the secure online payment gateway (EWS applicants skip this step)​
  9. Submit the form — the portal confirms the application successfully​
  10. Receive centre allotment notification via SMS or email with the date of course commencement​
  11. Carry a hard copy of the application form and original identity proof to the centre on the first day of class for physical verification​

What Happens at the Training Centre

Once allotted, the applicant attends classes at their assigned centre one of 50 locations spread across Delhi including 44 government school campuses. Trained instructors from Macmillan Education guide every session using Cambridge-aligned teaching methods.

Minimum attendance of 80% is mandatory to complete the course and receive both the Cambridge certificate and the ₹950 refund.
