The Cindy Desser case shocked communities across Bucks County and beyond after a Pennsylvania family discovered footage on their home surveillance system showing their daughter’s night nurse allegedly assaulting the toddler on multiple occasions while they slept.

Desser, identified as 57–58 years old across court documents, faces a criminal charge of endangering the welfare of children following her arrest on March 25, 2026, executed by the Warwick Police Department before she was transferred to Bensalem Township Police.

She is currently held at the Bucks County Correctional Center on a $2 million bail, which she has not posted as of the time of reporting, with her next court hearing scheduled for April 7, 2026.

Who Is Cindy Desser?

Cindy Desser is a registered nurse from Jamison, Bucks County, Pennsylvania, who worked as a night nurse for medically vulnerable children through the home healthcare agency Dynamic Home Health Care.

The victim’s family hired her during the summer of 2025, specifically because her professional background appeared reassuring she had reportedly claimed 20 years of home care experience and stated she had previously cared for children with the same lung condition as their daughter. After her arrest, Dynamic Home Health Care confirmed that Desser is no longer employed with the agency.

Critically, the victim’s family told WPVI they had no prior knowledge that Desser was already facing separate child abuse charges in Delaware County when they hired her through the agency. This detail has intensified public scrutiny around background check procedures within home healthcare staffing agencies.

What the Surveillance Footage Showed

The investigation began after the child’s mother noticed unusual bruising on the toddler’s inner thigh while changing her diaper and took her daughter to the Children’s Hospital of Philadelphia (CHOP) for examination. Doctors conducted a full-body scan, and a physician told the mother that the bruise’s shape was consistent with a thumbprint pattern.

Concerned by the medical findings, the family reviewed their home surveillance footage — and what they found triggered an immediate ChildLine report to child welfare authorities. According to the criminal complaint filed by Bensalem Township Police, the footage showed Desser “smacking and slamming” the child on multiple documented occasions.

In one recorded incident, the child’s tracheostomy tube a breathing device that provides a direct airway through the neck for children with serious respiratory conditions — came out, and Desser was recorded taking her time to reinsert it while the child gasped audibly for air. Desser was captured on the recording saying to the child, “You did this,” according to the criminal complaint.

The child was born prematurely and lives with life-threatening cardiac and pulmonary conditions, making tracheostomy management a critical life-sustaining responsibility for any caregiver.

The October Revelation: Another Child

The family told investigators that a deeply unsettling detail preceded their surveillance review. In October 2025, Desser herself reportedly showed the family a video of herself allegedly assaulting a different child. The family did not know why Desser shared that footage, but the incident prompted them to review their own home cameras leading directly to the discovery of the abuse of their daughter.

After reviewing their own footage, the parents then learned through other sources that Desser was already under investigation for allegedly assaulting the other child in a separate county. This raises serious questions about how Desser continued to receive home care nursing assignments across multiple families during an active investigation.

Police Warning: More Victims May Exist

Bensalem Township Police issued a public statement after the arrest warning that investigators believe additional victims may exist beyond the two children currently identified in Bucks and Delaware counties. Authorities asked anyone with information about Cindy Desser or who may have employed her as a caregiver to contact Bensalem Township Police Department directly.

As of the date of this report, Desser’s attorney had not responded to media requests for comment.

The Child’s Current Condition

The victim’s parents who requested anonymity throughout all media coverage gave a statement through WPVI confirming that their daughter is currently doing well and “defying the odds” following the period of alleged abuse.

They expressed hope that Desser would lose her nursing licence as a result of the criminal proceedings, in addition to facing criminal penalties.

The child remains under medical monitoring. The parents said they came forward publicly despite choosing to remain unnamed because they wanted other families who hired Desser to know what happened and to check their own home footage.
