Early Life
Syed Fakhruddin Hamid was born on 18 February 1987 in Qazigund, located in the South Kashmir region of Jammu and Kashmir. He belongs to a modest family; his father served as a Head Constable in the Jammu and Kashmir Police Force. His upbringing in the Kashmir Valley exposed him to the region’s administrative challenges from an early age.
Education
Hamid completed his early schooling in Kashmir before pursuing higher education in the medical sciences. He earned a Bachelor of Dental Surgery (BDS) degree from the University of Kashmir. After his dental graduation, he pursued a Master’s in Public Management from Jawaharlal Nehru University (JNU), New Delhi.
He subsequently prepared for the UPSC Civil Services Examination and cleared it in his first attempt in the 2016 examination cycle, with results declared in 2017. He secured approximately the 85th–86th rank in the all-India merit list. His training as a probationer was conducted at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie.

Role as Deputy Commissioner, Anantnag

During the 2024 Lok Sabha Elections, Hamid oversaw arrangements for the Anantnag–Rajouri parliamentary constituency, one of the last constituencies in the country to go to polls. Role as MD, JKTDC
Syed Fakhruddin Hamid was posted as Managing Director of the Jammu and Kashmir Tourism Development Corporation (JKTDC) in late 2025. JKTDC is the primary government body responsible for developing and promoting tourism infrastructure across the Union Territory of Jammu and Kashmir. This appointment placed him in charge of tourism asset management, hospitality operations, and destination development in the region.
Posting as Deputy Commissioner, Baramulla
In March 2026, the J&K government transferred Hamid from Anantnag and posted him as Deputy Commissioner, Baramulla. He formally assumed charge at the Deputy Commissioner’s Office in Baramulla, where officials gave him a warm welcome. Baramulla is one of the largest and strategically important districts in North Kashmir.
Personal Loss
During his tenure as Deputy Commissioner of Anantnag, Hamid’s father passed away at the Government Medical College (GMC) Hospital, Anantnag. The incident was publicly reported and drew condolences from district officials and residents of the region.
