What the White House App Actually Does

According to the official White House website at whitehouse.gov/app, the app is positioned as a direct communication tool between the Trump administration and American citizens. Its core features include:

  • Real-time breaking news alerts and push notifications from the White House
  • Live video streaming of White House events, press briefings, and presidential announcements
  • Photos and multimedia from the Oval Office and official events
  • A “wire” news ticker that pulls in content from outside sources including The New York Times and Reuters
  • A direct question and feedback submission tool allowing users to send questions to the President
  • An ICE tip line encouraging users to report “suspected criminal activity” to Immigration and Customs Enforcement
  • Social media integration, pulling in posts from President Trump’s accounts across platforms

The Privacy Investigation: What Researchers Found

The celebratory download numbers quickly ran headlong into a wall of cybersecurity scrutiny. On April 3, 2026, investigative outlet NOTUS published a detailed cybersecurity investigation drawing on findings from multiple independent researchers who decompiled the app’s Android code and analysed its live network traffic. Their findings were significant:

1. Blank Apple Privacy Manifest
Apple’s App Store requires developers to complete a privacy manifest listing all data their app collects, including data gathered by embedded third-party software development kits (SDKs). The White House app’s privacy manifest, as of its most recent update on April 3, 2026, was found to be completely blank — formally declaring to users that the app collects no data at all. 2. GPS Location Tracking Every 4.5 Minutes
A developer who decompiled the Android version found that the app transmits GPS location data every 4.5 minutes while in use and every 9.5 minutes when running in the background. This data is sent to OneSignal, a third-party push notification and user profiling service. In addition to location, OneSignal was found to be logging SMS numbers, cross-device aliases, and notification interaction data. 3. Huawei Integration Under U.S. Sanctions
Researchers also identified the inclusion of Huawei Mobile Services Core software from the Chinese telecommunications company that is currently under U.S. government sanctions for national security concerns embedded within the app’s code. The presence of a sanctioned company’s technology within an official U.S. government application was flagged as a significant national security contradiction.

4. Russia-Founded Software Widget Kit
The NOTUS investigation separately identified a widget kit built by a Russia-founded software company embedded in the app’s codebase. Researchers alleged this kit exposed personal information belonging to White House staffers. The app’s privacy policy accessible through the White House website was last updated in January 2025, nine months before the app was developed, and makes no reference to the app’s actual data collection mechanisms.

The White House Response

The Trump administration has denied the most serious of the allegations. A White House spokesperson stated that “they do not collect any user location data,” directly contradicting the technical findings of the NOTUS-linked cybersecurity researchers. The administration has not publicly addressed the blank privacy manifest, the Huawei SDK integration, or the Russia-linked widget kit as of April 9, 2026. The White House press office did not respond to NOTUS’s requests for clarification prior to the publication of their investigation.

Broader Context: Bypassing Traditional Media
