Jammu and Kashmir Himayat Scheme

The Jammu and Kashmir Himayat Scheme provides free skill training in sectors such as health care, banking and finance, retail, hospitality, IT, automobile, apparel, security and beauty and wellness for a duration of three to twelve months. Trainees receive a monthly stipend of ₹2,000 for six months after completing a three‑month training programme. The scheme guarantees placement with a startup salary of ₹8,000 per month for six‑month training completion and ₹12,000 per month for nine‑month training completion. Participants earn a government‑recognised skill training certificate upon successful completion.

Who Can Apply: Eligibility Criteria

Applicants must be permanent residents of Jammu and Kashmir. The age limit is eighteen to thirty‑five years, with an extension up to forty‑five years for women and special groups such as PVTGs, PWDs and transgender individuals. The minimum educational qualification required is a pass in the eighth class. School or college dropouts are eligible to apply.

What You Gain: Benefits of the Scheme

The Himayat Scheme delivers free training in diverse skill sectors, removing the financial barrier for youth. It ensures job placement after successful training completion, linking skill acquisition directly to employment. Trainees receive a government certification that validates their skills across India. Additional financial support includes the monthly stipend and the guaranteed startup salary mentioned above. These benefits aim to move participants from poverty to sustainable livelihoods.

How to Apply: Step‑by‑Step Online Process

Eligible candidates start by visiting the Himayat Mission Management Unit online application form. They register by providing personal, educational and contact details. Next, they choose a training course from the available list and submit the application. After registration, they log in using the username and password provided. Applicants then upload the required documents, preview the application and submit it for review by the concerned department. The portal sends an acknowledgement receipt with a reference number for tracking.

Documents You Need to Submit

Applicants must furnish residence proof or a domicile certificate. They need to submit educational certificates that show at least an eighth‑class pass. A valid Aadhaar card serves as identity and address proof. The District Employment and Counseling Registration Card is mandatory. A mobile number and email ID are required for communication. A recent passport‑size photograph must accompany the form. If applicable, a caste certificate should be attached. Finally, age proof such as a birth certificate or school leaving certificate completes the set.

Core Objectives of the Himayat Scheme

The scheme seeks to enhance self‑employment opportunities for youth in Jammu and Kashmir. It aims to improve skills through computer‑oriented, software, communication and technical training. A key focus is on skill‑building for school and college dropouts, giving them a second chance at qualified work. The programme also prioritises the empowerment of women and other vulnerable groups by offering relaxed age limits. Through post‑placement monitoring, Himayat tracks the job retention of its beneficiaries for a defined period. Overall, the initiative strives to move participants from poverty to prosperity by linking training with assured employment.

Important Points to Remember

Candidates should ensure that all documents are clear, legible and self‑attested where required. The online portal allows applicants to save their progress and return later if needed. After submission, the concerned department verifies the details and intimates the selected trainees about the training centre and start date. The scheme does not charge any fee for training, certification or placement assistance. Beneficiaries can contact the Himayat Mission Management Unit helpline at 01933‑222364 for guidance.
