Early Life

He belongs to a modest family; his father served as a Head Constable in the Jammu and Kashmir Police Force. His upbringing in the Kashmir Valley exposed him to the region’s administrative challenges from an early age.

Education

Hamid completed his early schooling in Kashmir before pursuing higher education in the medical sciences. He earned a Bachelor of Dental Surgery (BDS) degree from the University of Kashmir. After his dental graduation, he pursued a Master’s in Public Management from Jawaharlal Nehru University (JNU), New Delhi.

He subsequently prepared for the UPSC Civil Services Examination and cleared it in his first attempt in the 2016 examination cycle, with results declared in 2017. He secured approximately the 85th–86th rank in the all-India merit list. His training as a probationer was conducted at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie.

IAS Allocation and Cadre

Hamid was formally inducted into the IAS through the 2017 batch and was allocated the Assam–Meghalaya cadre. His cadre allocation is officially recorded in the Assam government’s personnel records as RR-2017. He initially served in field postings in his allocated cadre state before later being deputed to his home Union Territory.

Deputation to Jammu and Kashmir

The Central Government approved Hamid’s deputation to the Union Territory of Jammu and Kashmir on 18 June 2021, for an initial period of three years. This deputation was subsequently extended beyond the original period. His deputation allowed him to serve in senior administrative roles directly within his home region of Kashmir.

Key Administrative Postings

Hamid has held several significant posts throughout his service career across J&K:

  • Deputy Commissioner, Budgam — One of his earliest postings in J&K, where he oversaw local governance and development schemes
  • Mission Director, Jammu and Kashmir Rural Livelihood Mission — Led rural development and livelihood programmes across the Union Territory
  • Deputy Commissioner, Anantnag — Assumed charge around 2023 and managed district administration in one of South Kashmir’s most significant districts
  • District Election Officer, Anantnag–Rajouri Parliamentary Segment — Served as Returning Officer for the 2024 Lok Sabha Elections held on 7 May 2024, overseeing electoral arrangements
  • Managing Director, J&K Tourism Development Corporation (JKTDC) — Appointed in late 2025 to lead the state’s apex tourism promotion body
  • Deputy Commissioner, Baramulla — Formally assumed charge in March 2026 following his transfer from Anantnag

Role as Deputy Commissioner, Anantnag

As Deputy Commissioner of Anantnag, Hamid managed the administration of one of South Kashmir’s largest and most sensitive districts. He worked on housing initiatives under the Pradhan Mantri Awas Yojana Grameen (PMAY-G), sanitation campaigns, and local infrastructure development. He simultaneously served as the District Election Officer, a dual role that placed him at the center of democratic processes in the district.

During the 2024 Lok Sabha Elections, Hamid oversaw arrangements for the Anantnag–Rajouri parliamentary constituency, one of the last constituencies in the country to go to polls. His tenure in Anantnag was noted by peers and district officials for administrative steadiness in a geographically complex region.

Role as MD, JKTDC

Syed Fakhruddin Hamid was posted as Managing Director of the Jammu and Kashmir Tourism Development Corporation (JKTDC) in late 2025. JKTDC is the primary government body responsible for developing and promoting tourism infrastructure across the Union Territory of Jammu and Kashmir. This appointment placed him in charge of tourism asset management, hospitality operations, and destination development in the region.

Posting as Deputy Commissioner, Baramulla

In March 2026, the J&K government transferred Hamid from Anantnag and posted him as Deputy Commissioner, Baramulla. He formally assumed charge at the Deputy Commissioner’s Office in Baramulla, where officials gave him a warm welcome. Baramulla is one of the largest and strategically important districts in North Kashmir.

During his tenure as Deputy Commissioner of Anantnag, Hamid’s father passed away at the Government Medical College (GMC) Hospital, Anantnag. The incident was publicly reported and drew condolences from district officials and residents of the region.
