Telangana’s EV Policy Promises Big Benefits: But Who Actually Gets Them?

The Telangana government has rolled out one of India’s most layered electric vehicle policies combining tax exemptions, manufacturer discounts, and income-linked subsidies but a closer look reveals that the biggest benefits flow to specific segments, not every EV buyer equally.

The most recent layer of Telangana’s EV policy, announced in March 2026, centres on purchase discounts of up to 20 percent for state government employees a move that Deccan Chronicle described as India’s first institutionalised EV discount for government staff. Add that to the existing 100 percent road tax and registration fee exemption, and the total savings can reach up to Rs 4 lakh per employee depending on the vehicle.

The Government Employee Advantage

The 20 percent purchase discount was secured through direct negotiations between the Telangana government and EV manufacturers, including Mahindra Electric, Ola Electric, Gravton Motors, and Ather Energy. The arrangement operates under a bulk institutional framework, meaning it does not draw on the state budget directly.

Approximately five lakh government employees across Telangana are eligible for this benefit. The deal was triggered by a directive from Chief Minister A Revanth Reddy, who has also mandated that all government departments must henceforth procure only electric vehicles. Departments hiring vehicles within core urban areas must now also use EVs exclusively.

What the General Public Actually Gets

For ordinary buyers, the headline benefit is the 100 percent exemption on road tax and registration fees, valid until December 31, 2026. Unlike the earlier version of the policy, which capped exemptions at the first 5,000 vehicles per category, the current policy removes that limit entirely making the waiver available to all buyers without a ceiling.

On top of that, subsidies of up to Rs 1 lakh are available on electric cars for regular consumers. For electric two-wheelers, the subsidy is set at Rs 5,000 per kilowatt-hour of battery capacity, capped at Rs 10,000 in the first year, which drops to Rs 2,500 per kWh (capped at Rs 5,000) in the second year. Early buyers get the best deal by design.

SC Youth: A Separate, Stronger Push

The policy also reaches into targeted social welfare. As of March 2026, youths from Scheduled Caste communities in Hyderabad district can access financial support covering up to 90 percent of EV costs through a scheme linked to the Telangana government’s broader inclusion agenda. This is arguably the most generous individual benefit in the entire EV policy ecosystem, though it applies to a defined demographic rather than all buyers.

Auto-Rickshaw Drivers and Commercial Operators

For the self-employed and small-fleet operators, the policy offers a dedicated structure. The first 20,000 electric three-wheelers registered in Telangana qualify for full road tax and registration fee exemption. Owners who want to convert existing CNG or petrol auto-rickshaws can also claim a retro-fitment incentive of 15 percent of conversion cost, capped at Rs 15,000 per vehicle covering the first 5,000 retrofit applications in the state.

The policy also encourages financing institutions to offer hire-purchase loans at discounted interest rates for this segment, acknowledging that upfront cost remains the single largest barrier for commercial drivers.

MLAs, MLCs, and the Scrappage Link

The policy goes further in targeting institutional uptake. Special loan facilities for Members of Legislative Assembly and Members of Legislative Council are under planning to encourage EV adoption at all levels of government. Official confirmation on the final structure of these loans is awaited.

Separately, Telangana has linked EV benefits to its vehicle scrappage scheme. Owners who surrender old vehicles are eligible for waivers on pending tax dues and additional concessions on new EV purchases. Specific scrappage incentives include Rs 5,000 for two-wheelers, Rs 50,000 for cars, and a tax reduction of up to 19 percent for transport category vehicles.

Charging Infrastructure: The Enabling Layer

The policy does not stop at purchase incentives. The Telangana State Electricity Regulatory Commission has designated a special power tariff category for EV charging stations. The government has identified airports, railway and metro stations, bus depots, parking lots, petrol stations, and shopping malls as priority locations for public charging infrastructure.

Telangana EV sales have already surged since the policy launched, and analysts note that zero life-tax on EVs is making long-term ownership significantly cheaper than petrol or diesel vehicles in the state. The policy remains in force until December 31, 2026, and no extension has been announced yet.
